Information On The Electronic Verification System (EVS) Registration & Application Process In Utah

Upon completion of your Utah medical marijuana card consultation, you must complete the following four simple steps online with the Utah Department of Health:

Create A Profile

All patients must first create a Utah ID account before starting an application in the electronic verification system (EVS). A Utah ID account can be created by going to id.utah.gov

Review EVS User Guide

Before starting an online application, a patient should review the EVS Patient Application User Guide. After reviewing the guide, the patient may go online in the EVS and begin the medical cannabis card application process.

  • Submit Application

    Log-in to the EVS using your UTAH ID credentials and submit your application. Once your application has been submitted, your QMP Utah Green Team Doctor will complete the physician section.

    Make Payment

    Once the QMP Utah Green Team Doctor submits their recommendation to the EVS, the patient returns to their profile in the EVS and pays their medical cannabis card application fee online. At this point, the completed application will be submitted online to the UDOH.

    Medical cannabis will only be available in the following forms under the Utah Medical Cannabis Act:

    • Tablet
    • Capsule
    • Liquid suspension
    • Transdermal preparation
    • Gelatinous cube
    • Unprocessed cannabis flower in a tamper-evident and a resistant container that is opaque that contains a quantity that varies no more than 10% from the stated weight at the time of packaging
    • Wax or resin
    • Medical cannabis devices such as a vaping pen that warms cannabis material into a vapor without the use of a flame and that delivers cannabis to an individual's respiratory system

    NOTE: As of now, Utah state law prohibits candies, cookies, brownies, and other edible products as well as smoking flower.

    Qualifying patients may not possess more than an amount sufficient to provide 30 days of treatment based on the dosing guidelines recommended by their recommending medical provider and may not exceed:

    • More than 113 grams of unprocessed cannabis (flower); and
    • More than 20 grams of total composite THC in all other medicinal dosage forms.

    Regulations & FAQs In Utah

    On November 6, 2018, 53% of Utah voters approved Proposal 2 — the Medical Cannabis Act — representing a major victory for medical marijuana advocates who fought for years to establish a compassionate program. Some revisions have been enacted since then.

    In 2019, Gov. Gary Herbert (R) signed SB 161 to make a number of modifications to the state's medical cannabis program, such as prohibiting discrimination against medical cannabis patients in family court matters. On February 28, 2020, Gov. Herbert (R) signed SB 121, which makes more changes, including:

    • allowing flower to be dispensed in child-proof bottles, not just blister packs;
    • allowing physicians to recommend to more patients;
    • removing criminal penalties from registered patients with THC metabolites in their system who are not impaired.

    In 2023, Utah's legislature updated regulations which will eliminate 6-month card renewal for new medical cannabis patients and work to decrease overall program costs. Instead of requiring patients to complete three 6-month follow-up appointments with their Qualified Medical Provider (QMP) in order to be eligible for a one-year recommendation, the law passed in May of 2023 will allow one-year recommendations to be provided to both new and renewing patients based on the discretion of their provider. This amendment is huge for new or prospective patients who feel medical cannabis is inaccessible due to the high enrollment expenses. Extending medical cards to one year will save both time and money as patients use cannabis to help with their individual health conditions.

    Utah's medical marijuana program is still in it's infancy and will continue to mature over time. One big advantage to the program is that patients do not need medical records or documentation to become approved. In every other medicinal state, this is a hard requirement. Also, the approved symptoms and state qualifying conditions are very broad and it's highly likely one would qualify for a medical marijuana card.
